The people selling these bulbs claim an efficiency of at least 3 times
that of incandescent bulbs. This can't be true. Does anyone know the
actual efficiency difference?

On what basis do you make this assertion?

Efficiency of incandescent bulbs is between 2% and 7% depending on how you
calculate it,

so 3x efficiency only needs to be 15%
