I have an old UPS that is supplying 28Vdc to recharge the batteries, but
even when connected to mains it doesn't supply power to the sockets. I
plugged in a battery charger with LED to say it's on, and it turns on
once for every time what looks to be a coil relay clicks and flashes. Is
this normal? The printing on it says:

GUARDIAN ELECTRIC
CONT 12A RES 240AC
1515P SERIES
[diagram]
COIL 24V D.C.
A410-366357-13

Does anyone know where I could find information on this? I've tried
google but getting no joy.

If you have to ask, then don't fuck with it, get someone who knows what
they are doing to look at it.

What do you mean 'clicks and flashes'? What flashes??

Your basic problem if it is an old UPS is that the batteries are probably
dead and the UPS is shutting off. I guess the relay is providing an alarm
output every time the unit checks if it can charge the batteries.
