Hello every one, Can i measure the continuous variation(with frequency
above 10 kHz) in the capacitance and dielectric constant of a fine
capacitor with capacitance meters or LCR's? Please introduce me a web
link for these instruments.

Probably.
You did not mention the max frequency that you had in mind.
Basically, a bridge would be a preferred method of measuring
capacitance; the comparison unit could either be another capacitor, or
an inductor with known characteristics.
Dielectric constant is a derived value.
