I need 15v+/15v- to run a preamp.
How do I do it ?

start by buyng a +- 20v tranformer center tap [amps?] then put some diode to rectify the ac the center tap is gnd put some lm317 regulators or lm7815 and that get you there. more help coming........

Peter f there is now a chip LM26000 from national semi that i like one chip easy to use look it up.
