I need to know what kind of IC this is, and I would like to know the specs. Anyone have any ideas?

you will need to peel the label off a bit to see the number
it is an eprom but what size no way to know yet

If you remove the label and find a glass window it is an EPROM the size you can tell by counting pins and look up datasheets.What is burned inside becomes complicated to read it but not impossible.
