Would like to build a 12v 15 amp power supply. Can anyone tell me the best way to do it.

For that kind of a load 15 amps you must ask yourself first is it going to be linear or a switcher. it will all depends on your application to begin with.

I have a rc battery charger that is used in the field. I want to be able to use it inside.

rc battery? i am sure that is a common name for you but not for me. what is it a battery to start a rocket? what the volts? what the amps? well anyhow the cheapest way for you to do that is use the internet and find PC power supplies i cannot remenber where but i found one that give you that power and more for only $20.00 it is a switcher but then i could not buy the parts to design it and biult it for that no way ever. and if you i believe that you want to regulate that power then use an LM317 with a bypass transistor. have fun

Sorry !

The charger is used on batteries for remote control cars,planes,etc. All different power levels. I did think about a pc power supply and your right that would be easy. But I still would like to build one myself.

To charge battery you don't need a power supply any rectified DC will do.
Provided the source is current limited and the voltage is higher then the battery. If i was going to biuld this thing i would use a current source to charge the battery. Yoy say 15 amps that is a lot to charge a battery. if you charge at that rate pay attention to heat if the battery gets hot because of it the battery will not last long.
