Dead TV- When plugging TV in you can count what sounds like 10 chirps. I unplugged and replugged and again i got 10 chirps. Any ideas?

I am afraid that the only thing that I can tell you is that is failing diagnostic at turn on. Why i cannot tell you Try the manufacture for help.
