Analog Input Conditioning |

Hello; My dad was jet electronics dude in the navy, I however, am lost, being color blind doesn't help when experimenting either....
Can somebody help me out with a solution to my problem. I will gladly
pay for your services with either cash, or barter.
I need a schematic and parts list w/partnumbers for a way to make an
opamp do the following:
1. take a low voltage single ended + 0-5vdc input and scale it down to
+0-2vdc for a panel meter and scale it up to 0-10VDC for use in our
new hvac system. It should have the ability to calibrate both offsets
with a ? maybe variable resistor? not sure.
2. take a low mv single ended input and scale it up to output at
0-2, 0-5 and 0-10 +vdc
3. take a low mv differential input and scale it up to output at
0-2, 0-5, and 0-10 +vdc
4. A "isolated?", regulated 18VDC power supply that can handle
2Amps
Can somebody help me with either schematics and parts and or where I
can buy these items. I can solder real good and have lots of stuff I can
play with, I just need this so I can learn why it works. I will never get this from a book, already tried and lost most my hair
