New Sanyo 27-inch TV. When turned on, it works perfectly. When off (but
still plugged in and on standby), it emits a rapid clicking sound (maybe 3
Hz). Is this by any chance normal, or is it a leaky capacitor in the power
supply?

You'll have to identify what component is clicking, but my $$ is on
the power relay.

it could be hi voltage discharges like snap snap instead of clik clik
