What is the difference between blue and green 1/4 watt resistors? (I know what blue signifies but I've not seen these green ones). These green resistors also all have a white band at the far end from the four color bands.

I'm not 100% sure what you mean, but It sounds to me like you want to know what the value of green is in the resistor color code?

Fine now he knows how to read a resistor by the code. Wrong it is very inportant to learn how to read the bands form which direction don't you think so?
some power resistors are actualy called blue jacket because they are actualy blue totaly and the value is stamped on it,

colored resistors, represents the trademark of the company who produced it

there are only 10 definied colors and there are zillions of manufactures . so your statement is full of it.
