What is this symbol? |

I was looking at the logic diagram of a 74LVX238 and there is a symbol
that looks like a NOT gate, except it has the little circle on the input
instead of the output. What is that?

I think it indicates an input that is active when low.

It's still an inverter, but the "bubble" on the input means that
that's what's important to the circuit; a _low_ on the input of the
inverter causes the desired action to occur on its output.
