I am looking for a dialler with the ability to dial at least 2 different
mobile numbers if the mains power goes down, as well as 3 different
security alarm zones having independent messages to the same 2 mobile
numbers. What will do this, and how is it best to wire for mains failure
reporting, a NC relay across the mains? Potential problem there is we
are in the sticks and often have minor blips where power goes down for
maybe half a second, can you get "slow" relays? We often have exotic
bird eggs hatching in incubators and need to know if the power goes off
whilst we are out, as well as losing the electric fence power supplies.

Thanks.

Comfort (Cytech) will dial up to 8.

Base Comfort system has 8 such zones, and can be expanded to 64
(or probably more now -- I'm not up-to-date with latest developments).
When it dials out, it will tell you which zones were triggered and
in what sequence, and continue giving you a real-time running commentry
if they are still being triggered. You can also listen in to the house,
and speak to it during a dial-out or dial-in.

Comfort has a delay before reporting a mains failure, something
like 30 seconds (although I never sat and timed it). It does not
dial out on mains restoration by default, although it would
probably be possible to create a program in it to do so.

Comfort is an alarm system with the phone interface (which is
much more than just a dialler) and home automation integrated
on the main board. There are many optional extras too.
It's not cheap though. http://www.comfort.org.uk

Castle Care-Tech Ltd (tel: 01344 886 446) have a GSM based alarm system
called Wanderer that will do what you're looking for. It can TXT message any
mobile in response to any zone activating and can monitor the power supply
and report on faults too. Ask to speak to Perry Day (sales) , Brian
Harrington (technical) or Tony Lamb (MD). They know what they're talking
about !
