1) You are right. I'm not able...
this is why I'm asking for suggestions.

2) I forgot to mention I've I friend who understands electronics
and is willing to give me a hand.
But he's not familiar with internet so I'm trying to find the most up
to date info on this topic.

Please, if anyone wants to give me sugegstions, I hope these will not
be this discouraging...

Much of the advice posted above is sound, although not necessarily all of it.

Lithium-Ion chargers employ specialised controller IC's and will require a PCB.
Even ignoring your time input, the cost of a PCB and components to make ONE
charger would not compare favourably with buying the product designed for your
battery.

If you do want to continue and explore, download the data sheet for something
such as the Maxim MAX1737. This chip is not new (it is one I used in a
successful commercially produced design) but the data sheet includes some
information on the care & feeding of these cells. This is information you or
your associate need to absorb before embarking on a "design & build" project.
