Everybody is right. Lets not squabble.

Using a schematic for reference and a voltmeter, measure across the resistor. An open resistor will show a higher voltage than expected.

Next step is to disconnect one side of the resistor from the circuit and verify that the resistor is open by using the ohmmeter. Either an infinite resistance or an extremely high resistance, above that which is specified, would indicate that you have found the culprit.

i have no idea of what you are talking about and neither have you try to measure a cmos device like that and tell me the results. some resistors are into the mega range if you don't understand circuitry your testing will prove as the mexican say NADA.
