I have a PCB that has a bad, what I believe to be, secondary voltage regulater. It is a SMT part about 1/4" to 1/2" square with 4 "pins" on one side and 1 wide "pin" on the other. The board has three of them and the one that should put out about 1.5V puts out .88. The only nomenclature on the device are two rows of 4 letters. The top row says "06AB" or "0GAB" and the bottom row says "LBRB". The printing is very small, badly faded and very difficult to read.

I would appreciate any help in identifying this part (the other two devices have output voltages of 2.5 and 1.Cool and locating a source.

Try using the website FindChips.com and type the numbers on the IC and see what you find. Not only will you most likely find what you are looking for but sometimes the retailers also have the spec sheets for what you need.
